Planning crew accommodation for a plant outage

Outage crews are not a normal fit-out gang, and outage housing is not a normal booking. How to plan the shutdown window before it lands.

An outage is a small city that appears overnight: hundreds of extra workers, 12-hour shifts, seven days a week, for a window measured in weeks. The Tata Steel electric arc furnace programme at Port Talbot will generate exactly this — planned shutdowns and commissioning windows where the resident workforce doubles and the local housing stock has no spare capacity. The same pattern hits power station decommissioning (Aberthaw, near Barry, still runs crews), substation and grid works, and any plant with a defined shutdown date.

Outage accommodation is different from normal contractor housing, and the planning mistake is treating it the same way. Here is what actually works.

Book when the date lands, not when the permit does

Outage dates are set early — often six months out, sometimes more — precisely so the supply chain can mobilise. The accommodation should move on the same schedule. If you wait until the shutdown window is confirmed, you are competing with every other contractor on the same outage for the same houses, and the stock left is the stock nobody wanted.

The booking needs to be made on the provisional date, with a flex clause, so the houses are held while the programme firms up. A provider that cannot hold a provisional booking is not a partner for outage work — the whole point is that the date will move by a week before it locks.

One house type does not fit an outage

An outage crew is not a six-man fit-out gang. It is 40 to 200 people, in tiers: the core team there for the whole window, the specialist crews that rotate in for two-week bursts, and the day-rate labour that comes and goes. Housing them all the same way is how budgets blow.

Core team — the supervisors, engineers and permit holders there for the duration need proper houses with proper Wi-Fi and parking. These people will be there for eight weeks, and a bad house loses them.

Rotating crews — the specialist gangs that drive in for a fortnight need a faster, simpler booking: same spec every time, clean sheets on arrival, one invoice at the end. This is where block-booking a set of houses for the whole outage pays — the houses are paid for anyway, so a two-week rotation slot costs nothing extra to hold.

Day-rate labour — the short-notice additions that appear when a job overruns. These are the ones hotels are actually fine for, and it is the one place in this article we will say it: if a man is on site for three nights, a hotel is cheaper than a house. What to specify for an outage house

  • Parking for more vans than you think — outage crews arrive with kit, and the van count peaks in week one. The van parking rules apply at higher volume.
  • Drying and laundry capacity — 12-hour shifts in steelworks or substation environments produce a shocking amount of dirty, wet PPE. The drying room spec applies at scale.
  • Wi-Fi that survives 15 devices — outage crews work long hours and burn their evenings on laptops. A house with one router and a 20Mbps connection generates complaints that reach the client.
  • Two bathrooms minimum — the crew-of-12 logic applies to a six-man outage house too.
  • A single point of contact — when a rotation lands at 11pm, somebody has to answer the phone. That is the difference between a managed booking and a crisis.

What happens when it overruns

Outages overrun. The boiler inspection reveals more, the grid window shifts, the client adds scope at the last minute. The accommodation plan needs the same flex: extend clauses on the core houses, a standing arrangement with a hotel for the overflow, and a provider who answers the phone at 9pm on a Saturday. The crews that get extended usually want to stay put rather than move house mid-job — holding the houses for an extra two weeks is cheaper than moving 40 men and their kit to a new set of addresses.

The Port Talbot reality

Port Talbot cannot absorb an outage surge on its own — the town's housing stock is already tight, and the EAF programme has been running crews through it for months. The workable bases are Port Talbot and Neath themselves, Bridgend to the east (about 25 minutes on the M4) and Swansea to the west. The crews working the EAF tend to spread across all of them, which is why the Port Talbot and Bridgend pages are the two to watch when an outage window lands. Mobilisation week decides the rest

The first week of an outage is where accommodation plans either hold or unravel. Vans arrive from three different regions on different days, the site safety induction swallows the daylight hours, and nobody has decided who sleeps where. Sort it before the first van leaves: a rooming list agreed with the client, keys and Wi-Fi codes ready at the houses, and a check-in window that does not clash with the first shift. It sounds administrative, but the outage that starts with men sleeping in vans because nobody knew which house they were in starts losing crew within days.

The same applies to demob. The last week is when houses need to be returned clean, bedding stripped and utilities read — a proper demob plan is the difference between a clean final invoice and a deductions argument two months after the outage ended. Get it in writing at the start, when everyone still likes each other.
